GWADAR: The Chief Ministers of four provinces signed the historic 7th National Finance Commission Award (NFC) on Wednesday.The ceremony was witnessed by Prime Minister Syed Yusuf Raza Gilani and members of his cabinet.The Award was inked by the finance ministers of the four provinces in the presence of Punjab Chief Minster Shahbaz Sharif, Sindh Chief Minister Qaim Ali Shah, NWFP Chief Minister Ameer Haider Hoti and Balochistan Chief Minister Aslam Raisani and Finance Minister Shaukat Tarin.Under the NFC Award provinces will get 56 percent share of the federal revenues and 44 share has been allocated for the centre.

LHC directs Malik to file new petition for pardon

LAHORE: Lahore High Court (LHC) has rejected the plea of Interior Minister Rehman Malik for suspension of sentence and directed him to file a new petition.A division bench headed by LHC Chief Justice Khawaja Muhammad Sharif while hearing the application said the sentence awarded in absentia could not be suspended through an application filed under section 426 of criminal code.The court has directed Rehman Malik to file a new petition under article 199 of constitution. LHC said law should be equal to everyone and the impression of two different laws for common man and a minister should not be created. The lawyer of interior minister said he will file the new petition today for suspension of the punishment.

SBP submits list of write off loans to SC

ISLAMABAD: State Bank of Pakistan submitted a list of the individuals and organizations that had got 193 billion rupees bank loans written off from 1997 to 2009.The State Bank report said that there was 78 billion rupees principal amount in the written off loans of 170 billion. The overall amount also included Rs 31 billion markup and 92 billion losses and other financial expenses.

Property of tax defaulters will be auctioned: FBR

KARACHI: The chairman Federal Board of Revenue (FBR) said list of 921 tax defaulters and details of their moveable and immoveable assets has been handed over to IRS commissioner.Talking to Geo News, Chairman FBR Sohail Ahmad said first time in eight years, the property of tax defaulters will be auctioned, their accounts will be freeze and arrest will be made. He said tax evolution will be made on the income of tax defaulters from January 1 to March 31. The additional tax of Rs. 75 billion will be recovered from tax defaulters till June 2010, he added.

Two gunned down in Baghdad

BAQUBA: Two persons were gunned down on Tuesday close to the town of Baquba while leaving a mosque after carrying out rituals as part of the Shiite religious commemoration of Ashura, police said. "Men in a car opened fire on worshippers who were leaving the mosque, where they were participating in flagellation as part of preparations for Ashura, killing two of them," said a police officer. The shooting occurred in the village of Berginiyah, east of Baquba and northeast of Baghdad. Meanwhile, in Fallujah, a former insurgent bastion just west of Baghdad, the head of the town's city council Hamid Ahmed al-Hashim was wounded when a magnetic "sticky bomb" was attached to his car as he left his home. Also wounded in the attack, which occurred at 10:00 pm (1900 GMT) on Monday, was police Captain Mohammed Shikhan, who was in the car, police said.

ISLAMABAD: ISLAMABAD: The Supreme Court has issued a final warning to the persons who got their loan written off during the last 38 years.Chief Justice Iftikhar Chaudhry in his remarks criticized the government on failure of recovery from defaulters and said court is ready to take on any resistance.A three-member bench of Supreme Court headed by Chief Justice Iftikhar Chaudhry heard Rs.54 billion written off loans case. The State Bank submitted the list of Rs.193 billion loans written off from 1997 to date. The court has directed central bank to prepare a list along with other banks of loans written off during 1971 till date.Chief justice in his remarks said only one chance will be given to defaulters to return the loans and action will be taken against them if they will fail to do so. He said SC is ready to take the blame if anyone raises the question why the court is doing this. The country is facing uncertainty, financial irregularities and corruption, he added. The SC has adjourned the hearing till February 2.

JI warns of protest if SC orders not followed

LAHORE: Ameer Jamat-e-Islami Syed Munawar Hassan said his party would stage a nation-wide protest, including Islamabad, if Supreme Courts’ order on NRO was not followed.While addressing Friday sermon in Jama Mansoora, he said the court has done its job while the government has failed to live up to the expectations. He said the accused are not only moving freely but hold the power as well. He said instead of removing NRO beneficiaries from their ministries, Prime Minister has made one of the NRO accused as the head of National Accountability Bureau. “This act is a joke with the judiciary”, Munawar added.He stated that the court has given a landmark judgment, however, the president and the ministers, who benefited under NRO, are a hurdle in implementing the court’s order.

LAHORE: The country is facing severe gas shortfall and it has exceeded 300 million cubic feet as closure of CNG stations continues and Lahore’s CNG stations will remain closed for two days from tomorrow.Gas load shedding is at its peak countrywide and gas supply to many industrial units has been discontinued since several days. There is also phase wise CNG load shedding. Hundreds of CNG stations in Lahore will be closed from tomorrow for two days and will reopen on Monday. Many areas in Lahore are facing low gas pressure and closure. The domestic consumers demanded proper gas supply.

Karachi court summons interior minister on Jan 8

An accountability court on Friday ordered Interior Minister Rehman Malik and all other 52 accused wanted in NAB’s references, to appear before the court on January 8. In line with the Supreme Court’s verdict, an accountability court had earlier in the day issued arrest warrants of the interior minister and other accused. However, Rehman Malik’s lawyer, Khawaja Naveed Ahmed, after watching news in the media, appeared before the court and insisted that the court should first summon all these accused according to the verdict of apex court. The arrest warrants, he argued, could be issued only after non-compliance of the order, he said. The court accepted his arguments and issued summon orders for all 52 accused on Jan 8. It may be reminded that Interior Minister Rehman Malik is accused of getting Yellow taxes released from the port in violation of the procedures when he was the top official of Federal Investigation Agency.

ISLAMABAD: The people are facing great problems owing to the low gas pressure and its load management in Rawalpindi, Islamabad and Peshawar, Geo News reported Sunday.Meantime, the CNG Stations are lying shut today on the second day in Lahore region. After the Sui Gas officials issued orders regarding 48-hour gas load shedding, all the gas stations were closed yesterday, which will re-open tomorrow after two days.The routine of gas consumers are being hugely affected in Peshawar as a result of low gas pressure, as the chill of winter is on the increase in the city.Also, various areas including Rashidabad, Bashirabad, Gul Bahar and Lahori Gate receive low gas pressure in morning and evening. Also, the gas pressure has significantly gone down in the twin cities of Islamabad and Rawalpindi and the adjoining areas.The areas including People’s Colony, Dhok Sayyedan, Ghaziabad, Kamalabad, Sir Syed Chawk and adjacent area, Bakra Mandi, Shah Khalid Colony, Dheri Hasanabad and Lalazar are adversely affected and people are suffering on this count.

Provinces cannot end LG system, says Danyal

ISLAMABAD: Former Chairman of the National Reconstruction Bureau, Danyal Aziz, on Sunday said that the presidential immunity enjoyed by the local government system would expire after Dec 31. However, he said that provinces cannot end this system according to the Section 141-A of the Constitution. Speaking to newsmen at the International Conference organized by Pakistan Norway Forum here, he said that protection enjoyed by the LG system under the sixth schedule would end on Dec 31. He said provinces could make amendments in the LG system, but added that they could not pack up the system. The former NAB chairmen urged on the need to immediately hold the LG elections. To a question, Aziz said that not even one nazim is listed among the 8000 corruption cases surfaced in the media recently.Addressing the conference, he said that Pakistan and Afghanistan were facing governance problems due to ongoing war against terrorism. He stressed that the government should award provincial autonomy in order to strengthen the democratic institutions so that the governance could be improved.

Biggest robbery of country’s history in Karachi

KARACHI: The biggest bank robbery of the country’s history of Rs520 million has been carried out in the metropolitan city of Karachi.The looted money comprises local and foreign currencies. A bag containing 40,000 British pounds has been recovered from a police official’s house. The family members of the police official had left the bag home which contained foreign currency. According to police, the bank guards are involved in the bank robbery while raids are being carried out to arrest the other robbers.Police has also taken into custody two bank guards.

SALTA: New Zealand will meet Pakistan in the final of the Champions Challenge hockey tournament in Argentina after both teams won theirsemi-final matches. New Zealand beat Argentina 3-2, while Pakistan thrashed archrivals India 6-3. Sohail Abbas scored twice for Pakistan as India were thoroughly outplayed in the match played at Salta. In the other semi-final, New Zealand's Andrew Hayward tucked home a penalty-corner in the second minute of play, setting the tone for the match. Stung by the early goal, Argentina went in search of an equaliser and besieged the Black Sticks' goal but were kept at bay by some solid defence. Their pressure finally paid off on their second penalty-corner as Pedro Ibarra scored the equaliser. Phil Burrows scored in the 32nd minute to give the Black Sticks the lead at the end of first half. NAPIER: Don't shake your head in disbelief when you look at the scorecard. Daryl Tuffey, who's previous highest was 35, almost got his maiden Test hundred as New Zealand gained complete control of the deciding Test in Napier. It took a really special catch to dismiss Daniel Vettori and Tuffey was left stranded on 80 but by then they had pushed New Zealand far ahead in the contest. Danish Kaneria picked three wickets today to complete a seven-wicket haul but he couldn't prevent New Zealand from taking a daunting 248-run lead. Tuffey's knock showed it was still a good batting pitch, it said much about Pakistan's listless bowling display this morning and also highlighted the mess they have dragged themselves in due to their poor first-innings batting effort. As you would expect on a third-day track like this, Danish Kaneria found some spin and completed his five-for but the morning belonged to Vettori and Tuffey. Vettori cruised along, using his bottom-hand to flash length deliveries through covers and carve short-of-length deliveries through cover point, and continued, as ever, to improvise without much risk. Like he did so effectively last evening, Vettori teased Pakistan with his well-calculated shuffles. At times, he moved towards off to flick to square-leg and some times, he would create more room for his cuts by arching back. Pakistan didn't have anyone with pace to hurry Vettori into making mistakes with such attempts and it took a stunning fielding effort to dismiss him. He drove one well to the left of short extra cover where Umar Akmal flung himself to hold on to very fine catch. Vettori was finally out but Tuffey prolonged Pakistan's agony with a fine knock. Tuffey had a few problems against Kaneria - he was dropped, on 32, by Umar Gul at long-leg off an attempted sweep and survived couple of plausible appeals for lbw - but he looked really solid against the seamers. He handled the short ball without much problem and cut at every opportunity. He brought up the fifty of the partnership and his own half-century with cut shots, and dispatched Kaneria over long-on to add a six to his tally of hits to the fence. The best shot, though, was a gorgeous on drive that perfectly bisected long-on and long-off. It was a flighted leg break around leg stump; Tuffey leaned forward, took his front leg out of the way and drove it through the line, past the startled bowler. It was a shot that a top-order batsman would have been proud to have pulled off and it not only reflected his confidence but also said much about Pakistan's state of mind.

96 turtles seized, one arrested

: India’s Wildlife officials have seized 96 live fresh water turtles from a town in Orissa and arrested one person on charges of smuggling them, police.Acting on a tip off, a police team caught the man with the reptiles at Pipili town, some 20 km away, here Friday evening, inspector in charge of the Pipili police station Amulya Kumar Champatiray said.‘They were live turtles of different shapes and sizes. They were kept in three bags,’ he said. ‘We caught the man when he was waiting for a bus.’The arrested man, Durgasankar Mana, is a resident of Midnapore area of West Bengal and wanted to take the turtles to his state, Champatiray said.

Venezuela, Cuba beef up relations

HAVANA: Latin American allies Venezuela and Cuba have strengthened their relations by signing cooperation agreements worth of 3.2 billion dollars. Venezuelan President Hugo Chavez and his Cuban counterpart Raul Castro on Saturday signed some 285 cooperation agreements that will go into effect in 2010. Chavez, who arrived in Cuba on Friday, said that the nations began increasing cooperation in 2000 with 17 modest projects worth some $30 million. "This is a mechanism of cooperation, which has no other precedents in the world. It is unbelievable in the way it has been forged over the last 10 years," the president added. Meanwhile, President Castro said that Venezuela would remain the primary trade partner for Cuba. Trade between Caracas and Havana has reached $8.7 billion, mainly in the health, education, agriculture and energy sectors. The two presidents on Sunday will attend a summit of the ALBA, a leftist bloc Chavez founded in 2004 as a counterweight to the US-sponsored Free Trade Area of the Americas. ALBA's nine members include Venezuela, Bolivia, Cuba, Ecuador, Nicaragua, Honduras, Dominica, Saint Vincent and the Grenadines and Antigua and Barbuda.

Patrick Blanc's tallest green wall takes root in Sydney

SYDNEY: Renowned French botanist, Patrick Blanc, has created his tallest vertical garden at a residential development in Sydney’s inner west.However, the 33-storey north-facing green wall is merely a “practice run” for Blanc’s even bigger installation planned as part of the $2 billion Central Park development at the former Carlton Brewery site on Broadway.The living artwork, currently installed at Frasers Property’s Trio development in Camperdown, uses 4,528 native Australian plants from 69 different species that are fed by a grey-water, dripper-irrigation system.“You can observe many of these species growing wild on maritime cliffs or along the cliffs and rocky slopes in mountainous areas, making this project a kind of ‘Botanical Vertical Garden’,” Blanc said.In collaboration with Pritzker prize-winning French architect Jean Nouvel, Blanc will also add vegetal wall panels to two residential towers as part of the Frasers Broadway development. These living walls are set to reach up to 150 metres in height and cover up to 10 times the area of the Trio prototype. MANAMA: Pakistan needs to put pressure on the leadership of the Afghan Taliban operating inside its borders for long-term progress to be made in Afghanistan, General David Petraeus said on Sunday. "(To make) the really significant progress in Afghanistan that will be necessary over time... it would be very helpful if additional pressure could be put (by Pakistan) on the leadership of the elements that are causing problems in Afghanistan," the head of the US Central Command told reporters on the sidelines of the sixth Manama Dialogue security conference. He said, however, that Pakistani forces have carried out some "quite impressive" operations against Pakistani Taliban forces, fueled by the realisation that extremist groups operating in the country pose a threat. "There was a recognition by all the Pakistani leaders (earlier this year)... that the main threat to the very writ of Pakistani governance was the internal extremist threat," he said. "That recognition is of considerable importance because it was that that has supported the Pakistani military and Frontier Corps in conducting some quite impressive operations" against extremist groups, primarily the Pakistani Taliban, he added. President Barack Obama's administration has pressed Pakistan to move against Taliban and Al-Qaeda sanctuaries inside its borders, saying success in Afghanistan depended on disrupting the cross-border safe havens.

Car bomb kills 2 in western Iraq

BAGHDAD: An Iraqi police official says a bomb-rigged car exploded near a convoy of a top security officer in western Iraq and left at least two people dead. The official says the apparent target of the Monday blast, police Col. Saad al-Shimari, was not injured, but two of his guards were killed. At least seven people are injured. The official spoke on condition of anonymity because he was not authorized to speak to media. Al-Shimari heads police operations near Fallujah, a former insurgent stronghold west of Baghdad. He has survived several previous assassination attempts.

Indian Navy test fires Dhanush missile

CHANDIPUR: ‘Dhanush’, the naval version of India’s indigenously developed surface-to-surface Prithvi missile system was test fired from a naval ship about 40 nautical miles from here inside the Bay of Bengal today.A naval team and the scientists of the DRDO jointly conducted the mission, claimed an official from the Department of Defence.The missile was flight tested from a naval ship in the Bay of Bengal at about 11:30 A.M, according to Defence sources.Dhanush missile is capable of carrying both conventional and nuclear warheads. It is a single stage missile with liquid propellant and can hit both sea as well as shore based targets of 350 km range with 500kg payload.The missile in its initial test of development stage on April 11, 2000 had failed due to some technical snags developed during the blast-off phase. But, in it’s range and pay load capabilities the missile was a success.The last trial of Dhanush missile was successfully conducted on March 30,2007 from a naval ship off Orissa coast.

96 turtles seized, one arrested

BHUBANESWAR: India’s Wildlife officials have seized 96 live fresh water turtles from a town in Orissa and arrested one person on charges of smuggling them, police.Acting on a tip off, a police team caught the man with the reptiles at Pipili town, some 20 km away, here Friday evening, inspector in charge of the Pipili police station Amulya Kumar Champatiray said.‘They were live turtles of different shapes and sizes. They were kept in three bags,’ he said. ‘We caught the man when he was waiting for a bus.’The arrested man, Durgasankar Mana, is a resident of Midnapore area of West Bengal and wanted to take the turtles to his state, Champatiray said.

CNG stations closed twice a week; people suffer

MULTAN: Prime Minister Syed Yusuf Raza Gilani said on Sunday that the strategy of Pakistan and the US must be the same to win the war on terrorism.Addressing a press conference at airport, he said Pakistan had been consulted by the US on the new Afghan policy and added that US officials would soon visit Pakistan to share more details and for discussions.“Pakistan must be on board for its success,” he added. PM Gilani said Pakistan had a strategic relationship with the US and cooperation in intelligence and defence was the main focus. He said Pakistan and the US must be on the same page to win the war on terrorism and both had the realization. He said terrorism was a big threat which was not only claiming precious lives but also hurting the economy. To a question, he said the government was considering to grant general amnesty to Baloch people and their leaders to eliminate the trust deficit created in the last dictatorial regime. He said a consensus among all federating units on the NFC Award was a big achievemt of democracy and political forces deserved commendation for their invaluable contributions that paved the way for resolving the issue. He said a larger share of Balochistan in the NFC Award and the ‘Aghaz-e-Huqooq-e-Balochistan’ package would remove apprehensions of Baloch people and their leaders living abroad. “It will build and strengthen trust because actions speak louder than words,” he added. The prime minister said the provinces and the federal government had decided not to defend the NRO in courts, adding, “We will accept the decision the Supreme Court of Pakistan.” To a question on Indian involvement in Balochistan, he said Balochistan was a sensitive issue so statements on it should be avoided. “We cannot disclose our strategy but we have evidence and will present it at an appropriate forum at a suitable time,” he added. He recalled he had discussed the matter with Indian Prime Minister Manmohan Singh and it was also mentioned in a joint statement by foreign secretaries of the two countries. “It was agreed that dialogue was the only way forward and all issues including Balochistan, water and Kashmir would be resolved through talks,” he added. He said there was a realisation all over the world that all issues should be settled through talks. He said Pakistan wanted good relations with neighbouring countries including China, Afghanistan, Iran and India. “However, the Mumbai incident created refit between India and Pakistan,” he observed. PM Gilani stressed cooperation between the two countries in areas including anti-terrorism and pointed out that only terrorists would benefit from stalled talks between Pakistan and India. To a question, he said, Gilgit-Baltistan was given autonomy under an executive order but the issue relating to a demand for a new province required amendment in the constitution and no party had a two-thirds majority for the purpose. He said he had never opposed the demand for a new province and said it was not a suitable time to raise issues which could destabilise the country. He said, “We are still in the process of removing deprivations of Balochistan and the NWFP. It is time to consolidate and strengthen the country.” He said an agreement had not yet been reached on renaming the NWFP as Pakhtoonkhwa. He said the country was passing through a difficult situation and issues, like a new province, could bring instability. On the occasion, Prime Minister Syed Yusuf Raza Gilani announced a Rs 25 million compensation package for victims of the Multan blast. He told the newsmen that bereaved families of 10 martyrs would get Rs 500,000 each while each injured of the Qasim Bela blast would receive Rs 100,000. “The rest of the amount will be used to compensate people whose houses were damaged in the incident,” he added.Condeming the blast, he said it was the first incident of its kind in the recent past in Madinatul Aullia Multan that was home to peace loving people who believe in the teachings of Sufis and saints.

Iran puts conditions on nuclear fuel swap

MANAMA, Bahrain — After weeks of conflicting responses, Iran abruptly said Saturday that it is ready to exchange uranium for nuclear fuel — the key demand of a U.N.-sponsored initiative to defuse global fears over its nuclear program.

The conditions laid out in comments from Iran's foreign minister, however, are unlikely to satisfy the U.S. and its allies as they prepare to discuss new sanctions against Tehran at a meeting that could take place in the coming week.

Iran's stockpile of uranium is at the heart of international concerns because it offers Iran a possible pathway to nuclear weapons production if it is enriched to higher levels. Tehran insists it only wants to use the material to produce fuel for power plants and for other peaceful purposes.

Under a U.N. plan proposed in October and being pushed by Washington and five other world powers, Iran would ship most of its uranium — up to 2,600 pounds (1,200 kilograms) of it — abroad. It would then be enriched to higher levels in Russia, turned into fuel rods in France and returned to power a research reactor in Tehran that produces medical isotopes.

The material in the fuel rods cannot be enriched to higher levels, denying Iran the ability to use it to make weapons."We accepted the proposal in principle," Foreign Minister Manochehr Mottaki told reporters at a regional security conference in Bahrain.

In what is almost certain to be a deal breaker, however, he spoke of exchanging the material in phases rather than all at once as is called for in the U.N. plan. He said Iran had offered to make a first shipment of 880 pounds (400 kilograms) of enriched uranium.

Carrying it out in slow stages would leave Iran in control of enough uranium to make a bomb.

Officials at the U.N. nuclear agency could not be reached for comment Saturday.

In another change to the plan, Iran wants to receive the fuel rods immediately in simultaneous exchanges for its uranium because it says it is worried that France or Russia could renege on the deal.

Another unanswered question is whether the uranium Iran is offering to exchange would actually be shipped out of the country or just left — perhaps under observation — inside its borders in what would present another departure from the U.N. plan.Mottaki suggested the exchanges take place on Iran's Kish island, in the Persian Gulf, but he did not clarify whether the uranium would leave Iranian soil.

"We gave a clear answer and we responded, and our answer was we accepted in principle but there were differences in the mechanism," he said Saturday, speaking through a translator.

Further confusing matters, as of a few days ago, the U.N.'s nuclear agency had yet to receive a concrete Iranian counterproposal — or a response of any kind — to its initiative.

Mottaki's remarks, in which he insisted a response had been sent, were part of a string of conflicting Iranian statements that began with initial word in October that the country would accept the proposal as is. Several Iranian lawmakers later rejected the plan outright.

Some 33 to 66 pounds (15 to 30 kilograms) of uranium enriched to levels above 90 percent would be needed to produce a nuclear bomb. Iran has about 3,300 pounds (1,500 kilograms) of 3.5 percent, or low-enriched uranium — enough to produce highly enriched material for two such weapons.

Last month, the 35-nation board of the U.N.'s International Atomic Energy Agency endorsed a resolution from the six powers — the U.S., Russia, China, Britain, France and Germany — criticizing Iran for defying a U.N. Security Council ban on uranium enrichment and continuing to exIt also censured Iran for secretly building a second enrichment facility and demanded that it immediately suspend further construction on it.

British Prime Minister Gordon Brown said last month that the U.N. offer has been "comprehensively rejected" by Iran. A diplomat from one of the six powers said Wednesday that America's Western allies were waiting for Washington to formally declare the wait for an Iranian response over, probably by the end of this month.

The six countries are expected to meet next week to discuss what action to take over Iran.

EU leaders said they would support further U.N. sanctions unless Tehran starts cooperating over its nuclear program.

Responding to a question, Malik said the government would take action whenever its writ was challenged. We would never allow anybody to work against national integrity, he added. Roadside bomb kills three policemen in Iraq

BAGHDAD: A roadside bomb went off near an Iraqi police patrol in the northern city of Kirkuk on Saturday, killing three policemen and wounding four others, police said.The blast targeted the patrol of emergency forces in al-Khadra area of central Kirkuk.The wounded were taken to Kirkuk health office for treatment.Kirkuk, 250 km (155 miles) north of Baghdad, is a city disputed by Arabs, ethnic Kurds and Turkman, and violence there is common. KARACHI: Prime Minister Syed Yousuf Raza Gilani Saturday said the military operation is underway in North Waziristan Agency (SWA) quite successfully, adding it is not possible at the moment to give deadline for ending Waziristan Operation.Addressing the media at a book-launching ceremony here, he said the terrorists fleeing from Waziristan would be chased out, adding the government will undertake operation, if reports regarding sabotage were received from any tribal Agency.Massive success has been achieved in SWA operation, he added.The repatriation of Malakand affectees is a great victory, the PM Gilani observed.The consensus among the provinces on National Finance Commission Award (NFC) is possible only in the democratic governments, he said.He said he suffered days in jails not for the premiership but for the public rights.

Roman marble panel sells for 1.5 million dollars

NEW YORK: A Roman sarcophagus panel that once belonged to French writer Emile Zola sold for well over its estimated value Thursday, going for 1.5 million dollars, auction house Sotheby's said.The third-century marble relief panel, a rare piece representing Dionysiac scenes with satyrs and bacchants, had been expected to fetch between 150,000 and 250,000 dollars.Sotheby's vice president and senior specialist in antiquities, Florent Heintz, said that only four or five such panels exist in the world.Six bidders competed for the piece before it sold to an anonymous telephone bidder. Sotheby's called it the "highlight" of its antiquities sale, which totaled 5.8 million dollars.Zola, who penned the "J'accuse" open letter in 1898 blasting the French government for its handling of the Alfred Dreyfus Affair, was only linked to the panel in recent days."We are thrilled with the 1.5 million dollars achieved today for the Roman Sarcophagus relief. The piece boasts remarkable ownership history," Heintz and Sotheby's senior vice president and worldwide director for antiquities Richard Keresey said in a joint statement.They said they could trace back unbroken provenance for the relief 500 years.The piece had remained in the famed Borghese family collection in Rome for nearly 300 years before stints with French actress Cecile Sorel, who had used it to decorate a bathtub in her Paris townhouse, and former French prime minister Paul Reynaud.When he searched through the Louvre Museum's database, Heintz traced the panel's ownership back to Zola in a document dated 1903, one year after the author's death.Other antiquities featured in the sale were a Roman bronze figure of Aphrodite that sold to a buyer for 530,500 dollars, and an Egyptian red granite head dated 1479-1450 BC that sold for 272,500 dollars.A second-century Roman marble head of Hermes, by Greek sculptor Lysippos, fetched 182,500 dollars.

6 dead, 13 missing in Turkish mine blast

ISTANBUL: An explosion in a coalmine in northwest Turkey killed six workers and 13 more were trapped, broadcasters reported on Friday. The explosion, probably caused by methane gas, took place in a mine close to the city of Bursa trapping the workers underground on Thursday evening, Turk media reported. The explosion occurred at a depth of around 250-350 metres, causing the mine to cave in and a fire to break out.

Not to mediate on Kashmir issue: US

WASHINGTON: The United States has ruled out playing a role of a mediator on the issue of Kashmir."We understand the importance of the Kashmir issue to both Pakistan and India, and it is something that we do discuss with both countries," state department spokesman PJ Crowley told reporters Thursday when asked to comment on such a suggestion by Pakistan President Asif Ali Zardari. "But obviously, at the end of a process that has to be something that is resolved ultimately between Pakistan and India with the active involvement of the people of Kashmir." Asked if the US saw any role for itself in this process, Crowley said: "I'm not aware that we've been asked to play a specific role at this point." "I'll leave it there," he added when pressed if the US did not see any role "not even with Pakistan." Asked if he agreed with President Zardari's view on resolving the Kashmir issue, he said: "I'll let the president's view stand on its own." In an opinion piece published in the New York Times Thursday, President Zardari had called upon the US to demonstrate American neutrality and willingness to help India and Pakistan overcome their mutual distrust by stepping up its efforts "to mediate the Kashmir dispute". Suggesting that public mistrust of the United States in Pakistan "also stems from regional issues, specifically policies concerning India," he wrote: "I know it is the conventional wisdom in Washington that my nation is obsessed with India." Likening the Kashmir issue to the "Israeli-Palestinian dispute", Zardari said: "But even to those of us who are striving towards accommodation and peace, the long history and the unresolved situation in Kashmir give Pakistanis reason to be concerned about our neighbour to the east. "Just as the Israeli-Palestinian dispute cannot be resolved without accommodating the Palestinian people, there cannot be permanent regional peace in South Asia without addressing Kashmir," he added. Referring to concerns in Pakistan over the Kerry-Lugar legislation linking US non-military aid to progress in the fight against terrorism, Zardari said: "It shows how sensitive many here are to what they see as unfair treatment by the United States." "It would be helpful if the United States, at some point, would scrutinise India in a similar fashion and acknowledge that it has from time to time played a destabilising role in the region," he added.

NFC meeting inconclusive; more talks tomorrow

LAHORE: The 6th NFC meeting held here today could not become conclusive as issues continued to persist among provinces on resource distribution formula. The meeting will continue for the third day tomorrow.A briefing was due to be given at the conclusion of today’s meeting but it had to be postponed in the absence of a final agreement.The Federal Finance Minister Shaukat Tarin along with the four chief ministers was to give a good news to the nation at the end of today’s meeting in a briefing scheduled to be held at 8:30pm here at Punjab Chief Minister House. But, at the eleventh hour the briefing had to be postponed.Pakistan Muslim League- N leader Ishaq Dar told the media that agreement has been reached on a formula for resource distribution between the federation and provinces. But, the issue of resource distribution among provinces has not yet been resolved. In this regard, talks will continue in tomorrow’s meeting.“If need be, the negotiations will be carried on even after tomorrow’s meeting,” Ishaq Dar said, adding, “some more days can be spent on the issue which has been standing for the last 19 years.”

Clinton says US officials met detainees in Pakistan

5 cops among 11 hurt in National Highway police encounter

ISLAMABAD: The Chief Justice Iftikhar Ahmad Chaudhry has ordered legal action against Chief Commissioner Islamabad Fazeel Asghar for providing help to Sheikh Afzal, owner of Haris Steel Mills, to flee from the country. The court has also expressed displeasure on government’s decision of removing DGFIA Tariq Khosa from the post.A three-member bench of Supreme Court (SC) headed by Chief Justice Iftikhar Muhammad Chaudhry heard Haris Steel Mills case. The NAB informed the court that assets of Shaikh Afzal in Dubai and Malaysia have been frozen whereas ex-president of Punjab Bank Hamesh Khan had already arrested in US and arrangements are underway to bring up back him in the country. The court has also called explanation from government about removal of DG FIA Tariq Khosa. Chief Justice said Khosa was performing well in some key cases and instead of encouragement; government has removed him from the office. Acting attorney general said he will informed the court after consultation with government on the issue. The case hearing will be resume on December 16.

Center, Provinces reach consensus on NFC

LAHORE: The four provinces have reached a consensus on the 7th National Finance Commission (NFC) Award here on Friday.The decision was made at a meeting attended by chief ministers of the four provinces.The issue of NFC Award had been lingering on for 19 years which has now been resolved with unanimity and an accommodating approach of the provinces.However, the federation has made historic sacrifices over the division of national resources among the provinces. The federation has raised the provinces share by 8.5 percent.In a joint media conference here at Chief Minister House, Federal Finance Minister Shaukat Tarin and the four chief ministers said that the federation has raised the share of provinces in the divisible pool from 47.5 percent to 56 percent.The distribution of resources under the new formula will be made from the next financial year. The distribution will be made on the basis of multiple-criteria - population (82 percent); poverty and backwardness (10.6 percent) and; revenue and other factors will form the rest of the percentage.The Punjab will get 51.74 percent from the total of 56 percent share of the divisible pool; Sindh 24.24 percent; NWFP 14.6 and; Balochistan will receive 9 percent of the provinces share.Balochistan will be given Rs83 billion in view of its special needs while the Federal government will meet all the expenses of the ongoing war against terrorism.On the occasion Shaukat Tarin said that Sales Tax is a provincial matter, so the provinces will levy taxes in this regard on their own discretion.

Israel army chief meets Indian armed forces brass

NEW DELHI: Israeli chief of defence staff Lt. Gen. Gabi Ashkenazi Wednesday met the top brass of the Indian armed forces and discussed boosting cooperation in the field of counter terrorism besides talking about the delivery schedule of weapons and equipment purchased by India.“The Israeli chief of defence staff today (Wednesday) met chiefs of the Indian Army, air force and navy,” said a defence official.“He discussed the delivery schedule of AWACS (Airborne Early Warning and Control Systems) with the Indian Air Force chief (Air Chief Marshall P.V. Naik). The Israeli chief is also seeking to expand the counter-terrorism cooperation between the two countries especially post 26/11,” the official added speaking strictly on condition of anonymity.This is the first visit of an Israeli chief of defence staff to India. Indian Army chief General Deepak Kapoor, during his Tel Aviv visit last month, had invited Ashkenazi.India is Israel’s biggest customer for weapons and has a longstanding relationship with Tel Aviv. India has bought military hardware and software from Israel worth about $8 billion since the 1999 Kargil conflict with Pakistan. In 2004, India ordered three Phalcon AWACS from Israel Aerospace Industries (IAI), fitted on Russian-built Ilyushin Il-76 aircraft. The first of the AWACS were inducted in the Indian Air Force in May this year.Israel has also sold IAI Malat-built Searcher MkII and IAI Heron unmanned aerial vehicles to the Indian Air Force. The IAI recently upgraded 32 Mi-24 helicopters for the Indian Army. Also, Rafael, the Israeli authority for development of weapons and military technology, is a major company vying for a $10 billion contract for the supply of 126 medium multi-role combat aircraft to the Indian Air Force.
